CASBO co-sponsored bill AB 2490 (Valencia) has successfully passed its first hearing on April 8th in the Assembly Education Committee and advanced to the Appropriations Committee.
AB 2490 authorizes substitute teachers to serve in a teaching assignment for up to 60 days in both general and special education classrooms, providing a practical tool to improve student continuity.
The bill is co-sponsored by CASBO, Association of California School Administrators, California School Board Association, and the California County Superintendents. This milestone reflects our strong, collaborative efforts with the Assembly Education Committee and key stakeholders. We appreciate Kristin Wright from the Sacramento County Office of Education and Dr. Dawn Hubble from the Merced City School District for their expert testimony. We are especially grateful to the Committee Chair, staff, Assemblymember Avelino Valencia, and his team for their leadership and support.
