In a win for reducing the reporting burden, two key CASBO co-sponsored measures cleared a major hurdle on April 22nd. Both AB 2008 (Patel) and AB 2496 (Solache) passed out of the Assembly Education Committee and have been referred to the Assembly Appropriations Committee.

AB 2008 (Patel): Auto-Repeal and Streamlining Grant Reporting

Originally designed to create a sunset mechanism for open-ended planning and reporting requirements, AB 2008 has been amended to also support LEAs by requiring the California Department of Education to develop a streamlined grant reporting template.

  • Outcome: Passed 9-0 on the consent calendar, indicating zero opposition.
  • Co-Sponsors: CASBO, ACSA, CSBA, and the Small School Districts Association.

AB 2496 (Solache): Modernizing School Accountability

AB 2496 initially sought to repeal the School Accountability Report Card (SARC). Following committee feedback, Assembly Member Solache accepted amendments to establish a formal process leading toward the eventual repeal of the SARC in favor of the California School Dashboard.

  • Expert Testimony: Lead witnesses Dr. Corey Greenlaw (Fresno COE) and Doyal Martin (Principal, Folsom Cordova USD) testified on the value of the Dashboard and the unnecessary duplication created by the SARC.
  • Outcome: Passed 8-0
  • Co-Sponsors: CASBO, ACSA, and CSBA.
