On Sunday, September 27, Governor Gavin Newsom signed CASBO co-sponsored bills AB 2496 (Solache) and AB 2490 (Valencia) into law. Thank you to Governor Newsom for his support of AB 2496 and AB 2490. We also thank Assemblymember Solache and Assemblymember Valencia for their leadership throughout the legislative session.

AB 2496 requires the California Department of Education to report the similarities and differences between the data reported on the School Accountability Report Card (SARC) and other education reporting systems, as well as remove two elements of the SARC that were added years after the passage of Proposition 98 that do not align with the original intent of the SARC. The bill also removes the specific date requirement for a mid-year report on the annual update to the Local Control and Accountability Plan, giving LEAs flexibility on when to present to their board and community.

AB 2490 provides greater continuity for students by extending the time a substitute teacher may serve in a general and special education classroom for up to 70 days.

We look forward to continuing our partnership with the Association of California School Administrators, California County Superintendents, and California School Boards Association on key issues facing California’s local educational agencies in future years.
