The California Association of School Business Officials (CASBO) stands in full support of California’s education leaders and the broader education coalition in response to the federal government’s decision to withhold billions of dollars in congressionally approved education funds.
On June 30, the California Department of Education (CDE) confirmed it had received official notice that the U.S. Department of Education will not release funding for the upcoming school year—including dollars already allocated for Title I-C, II-A, III-A, IV-A, and IV-B programs. These critical resources support academic equity, teacher development, student safety, wellness, and services for English learners and migrant students.
“There have been many rumors about cutting education funding, and now that rumors have become reality, it is worse than we imagined,” said State Superintendent Tony Thurmond, who called the withholding of funds “illegal” and deeply harmful to schools. “This illegal action will harm students starting now; it cannot stand.”
A United Front in Defense of California Students
CASBO CEO Tatia Davenport joined leaders from across California’s education community—including school districts, county offices, advocacy groups, and state agencies—in responding with urgency and unity.
“This is not an optional investment. It is an essential investment,” Davenport said in a public statement. “Withdrawing these funds will force local leaders to reduce staff, delay programs, and cancel services—especially for the students who rely on them most.”
With more than 30,000 members statewide, CASBO represents the professionals who oversee fiscal stability and operational leadership in California’s TK–14 public schools. These members ensure compliance, transparency, and the effective use of resources that directly impact student success.
“The impact of this decision is immediate. The harm is real. The cost is long-lasting,” Davenport continued. “CASBO stands firmly with our partners in defending the resources California’s students need and deserve.”

- Supplemental academic intervention

“These aren’t just programs—they are lifelines,” Davenport emphasized. “They enable school business officials to ensure equity, stability, and opportunity across our public education system.”
