At CASBO, our mission is rooted in supporting the financial and operational leaders who ensure California’s public schools run safely, efficiently, and equitably. This week, we proudly stood alongside Senator Sasha Renée Pérez in a press conference to champion SB 848 — a landmark bill that prioritizes student safety in every school across the state.
In her remarks, CASBO’s Chief Governmental Relations Officer, Sara Pietrowski, emphasized what’s at stake:
“Students are always at the center of CASBO’s advocacy. We believe every child deserves the opportunity to learn in a safe and healthy environment with the resources and supports they need to thrive.”
SB 848 builds on key findings from the AB 218 report, Childhood Sexual Assault: Fiscal Implications for California Public Agencies, by the Fiscal Crisis and Management Assistance Team (FCMAT), which initially drew CASBO’s attention for its fiscal guidance to local educational agencies (LEAs). But as Sara explained, a central element of that report — preventing childhood sexual assault — demands immediate and unambiguous action.
Here’s what SB 848 will do to protect students:

Require written policies outlining appropriate adult-student interactions.

Expand the number of mandated reporters on school campuses.

Mandate annual safety training for all school employees.

Strengthen employment screening procedures.

Establish a statewide data system to track egregious misconduct.
These safeguards not only create a stronger safety net for students but also mitigate financial risks to LEAs by helping prevent costly claims that can threaten school budgets and the vital services they fund.
Preventing abuse not only protects students, it also protects the integrity of our educational system and the resources that support it. With broad legislative support already in place, SB 848 sends a clear message: California will not compromise when it comes to student safety.
