We are pleased to announce that House Resolution 87, authored by Assemblymenber Al Muratsuchi (D-Torrance) and co-sponsored by CASBO, has officially passed. This victory marks an important step in our ongoing effort to bring clarity and coherence to the state’s reporting and planning requirements.

As school districts navigate increasingly complex operational demands, HR 87 ensures that new administrative requirements are both meaningful and manageable. This allows our members to better balance state compliance with their own local district priorities and student needs.

A Practical Lens for Future Legislation

HR 87 encourages the Legislature to evaluate new reporting and planning requirements through a practical framework by integrating six guiding questions into the Assembly’s committee review process:

  • Purpose: Why is the information being requested?
  • Audience: Who will actually use this data?
  • Value: Does the benefit outweigh the administrative opportunity cost?
  • Feasibility: Can small LEAs realistically comply with the mandate?
  • Duplication: Is this data already being reported in another form?
  • Duration: How long should this requirement remain in effect?

With increasing fiscal pressures on school districts, HR 87 is essential. By reducing duplicative and unnecessary reporting, school business officials can stay focused on their primary mission: maximizing the impact of public education funds on students.
